Why prices vary this much

Paraguay's main mobile networks — Tigo, Personal, and Claro — carry travel eSIM traffic through roaming agreements, and as a smaller, landlocked market with less wholesale competition than its larger neighbours, that roaming access tends to cost providers more than it does in, say, Brazil or Argentina. That's part of why even the cheapest Paraguay plans sit a little higher than equivalent plans for some other South American countries.
